evaluate is when you have to explain pros and cons and then come to a conclusion

justify is when you need to show that the statement made is correct. You should show some cons but overall should be a mostly positive outcome

for an evaluate question start off by stating which side you are on and then state your arguments supporting that contention and then write a conclusion paragraph. For a justify question, you will need to prove that the question is correct so you will write about all the advantages and then you will write a concluding sentence saying how the statement is correct
